As far as I can tell, mithril is only useful to the Luchuirp in two ways: firstly, it gives certain units mithril weapons (which is practically useless given that no golems can wield weapons), and secondly it allows the Mithril Golem (a great unit, but only if you can get the AC over 70). In other words, the Luchuirp seem to benefit from mithril less than any other civ I can think of, which seems to me a rather strange circumstance for a civilization based on craftsmanship. Am I missing something, or was this done simply for balance reasons?

I would wager it was done for balance reasons. The Luchuirp have an awe-inspiring toy chest as it is. It does seem slightly against character, but the Luchuirp are well out of my area of expertise so I could be utterly mistaken.
That said, I think the Mithril Golem 'pedia does mention that without Kilmorph's assistance, simply making a golem from Mithril is essentially impossible.

I thought it was because they ran out of Mithril building the Mithril Golem. ;)

It would be nice if having mithril enabled a special building that gave a special promotion or something. Mobility would seem right as they could reduce the weight of their golems with the lighter materiel. This would also help speed up the agonizingly slow pace of the Luchiurp march in the late game where every turn seems to drag on.
