I like to play the modern era and i like to play with islands were each Civ has their own islands. Almost everytime i play these games Isabella annoys me an declares war and i always use the same tactics against her which is attacking every boat she has and isolating her. I then get on to her island and capture her cities and march to the capital. This is where it gets weird it has only happened a couple of times though, another Civ comes and gives Isabella a city of theirs on their island which is surrounded by thier cites so Isabella does not get destroyed because she has a city protected by another Civ has this ever happened to anyone?

Are you sure that another civ gave her a city, not that she sent a settler out at some point? I have never, ever seen the AI gift a city, even to another AI, except as payment to end a war. What it much more likely is that she'd settled that city earlier at some point and it just became her capital when she lost her original capital. Was there fog of war in the area when it happened?
And of course, all you need is open borders with the host civ to move in and take that nasty holdout city down. You knew that, though.
