so, Mitiu has also recieved AND sent 1020 on the 5th of May. So if everyone has played 1020, then when does it turn to 1030?

Who does usually end the turn? Who is the last in the turn sequence? There must be someone who gets 1020, plays it, ends the turn, and then the save is made with 1030.
