Playing a game as Pericles, who is much better situated for a culture victory than any other victory condition by far, 2 out of his 4 bonuses are directly related to culture progression and the other good bonus can easily be leveraged that way as well.
Unfortunately, the only culture CS that is in an area that I can defend if needed is Nan Madol, but that's alright because its the second best culture CS. Since there are no other culture CS's, I'm trying to leverage as much as possible out of it's bonus (+2 culture for all districts on or adjacent to coastal waters.) Especially when you're going for a culture victory, it seems (at first, wait for the punchline...) that this is the best way to do it. I'd rather get 2 culture out of a commercial hub for being next to the coast than 2 gold for being next to a river, especially since it will get the +2 gold for being next to a harbor (which will also get +2 culture.)
So ED's and IZ's are still positioned for the area effect, but everything else is on the coast, and I'm getting huge culture boosts from doing so. The game goes on and tourism is doing well, now I just need to seal the deal by placing some seaside resorts. I get the tech...

huh. By placing almost all of the coastal cities' districts on the coastline, there's no room for seaside resorts. I guess the smarter way to do this would be to place theater districts, which usually don't get much of an adjacency bonus anyway, and also increase the appeal of adjacent tiles (increasing tourism output from resorts), along the coast. ED's and holy sites also increase appeal, but ED's placement is usually for city coverage and holy sites are positioned for adjacency (if built at all.)
