Is the Neutral civ one of the 7 standard civs or is it the Barbarians? Set alliances under Edit King in the Cheat menu and prevent negotiations in events with the Negotiation trigger. If it's the Barbarians, then that's a hex editing job.

The neutral civ is one of the standard civs. I´m using the Barbarian civ (renamed them to Royalists) as the first enemy in Revolutionary France.

Do I have to make alliances with all other civs except France or does a normal treaty of peace also work?

Sorry, can't answer that. One play-test should though. If the AI breaks treaties, switch to alliances.

Alliances and no talking or listening. Don't let the AI have diplomats or spies.
