The Neighbourhood Watch Strategy

It is kindda weird that they added policy cards for the other two random promotion units, spies and rock bands, but not apostles.
Regardless, random promotion systems stink.
 
This thread inspired me to think about a sort of challenge. Would it be possible to survive and win a Deity domination victory without building a single military unit, except, maybe scouts (and if not Deity, then to find highest possible difficulty to do this)? Only military you can have, apart from the starting warrior and those scouts, must be converted heathens - whether naturally occurring barbs, enemy recruited partisans or rebels. And no, faith bought military and monks are banned too. If you want to do war, do it with spiritually motivated alien hands. That would free up some production for those early holy sites and neighborhood districts. I guess, the start would be to build a HS and pray very hard that Yerevan were on the map :)

I seem to remember from Civ IV times, someone has posted zero military game on these forums. He also kept only the starting warrior and ensured peace by founding all the religions in the game and spreading only one of them, so there was one big lovefest. The difficulty was lower, of course, around the middle, can't exactly remember which one, because it was rather impossible to get all religions on high difficulties. In Civ IV, he won one of the peaceful victories, but in Civ VI it is very easy to get friendship with everyone even without religion and stay in guaranteed peace, which was not the case in Civ IV, so maybe the real challenge in Civ VI should be to win domination using barb converts only?
 
I never thought of this strategy before. It makes me want to play Kongo again.
 
can you use spies on pillaged neighborhoods
Sadly yes, on pillaged anything normally possible including pillaged museums that hold things.

An alternative to this is to recruit partisans where you are invading and convert the partisans to strengthen your invasion.

Suddenly I got the urge to play as Cathrine de Medici.
 
Actually you don't need Yerevan to make 2-3 converting apostles.
you do if you use using monumentality heavily for other reasons which I have to specify or I get mocked by the efficient ones. No you do not have to but it is the most clinical and cost efficient way. It’s a few quick lines to describe something few of us will really do.
