Has anyone tried him yet? I've had a go on an Aztec game just now and I'm a bit unsure as how to best put his UB to use.
From what I've experienced the Sacrificial Altar more or less equals unlimited whipping: by the time even a high-food city grows back the lost population the unhappiness has vanished as well.
The problem is it's so good I feel as though I'm stalling my cities a bit too much; they hardly grow when I use slavery extensively. As such they contribute virtually nothing *other* than troops to my empire.
Is that the extent of the Sacrificial Altar then, i.e. food-based production cities (sort of an early globe theater drafting centre)?
Or are there other opportunities I'm overlooking? Traditional uses of slavery - e.g. whipping away unhappies - aside of course.
