Citizens of Emporia, hear me!

Your heroes cannot save you. The Knight is dead – you can see his body for yourself, if you but look at the cross outside St. Conroy Cathedral. Even as I speak, this news is being broken by all the media – and it will not help your failed city.

You do not know who I am. I have only been in your city for, oh, a week, at the most, and already I have torn your greatest hero from his high place and crucified him for the world to see. This is my ultimatum: The Raven, the Immortal, and the Sapphire will turn themselves over to me to face judgment. If they refuse, I will tear this city to the ground with the power of its own fear.

To the government of the United States: any attempt to interfere in the affairs of Emporia from this day forward will be considered an act of war. You know of what I speak, Mrs. President, even if you have withheld the truth from the street rabble.

There will be no more communication until my demands are met. As of today, none of you are safe until your heroes turn themselves over.

___

Of course, you aren’t going to just take that lying down . . . are you? Of course not. You wouldn’t be AC players if you did.

Speaking of that, welcome, welcome, one and all, to LH’s latest project. Totally unrelated to the recent announcement of Batman: Arkham Knight, we have a (non-Saviorsverse) superhero game!

No whining about Savs3. I’ll get back to it when I feel like I can do it justice, so unless you want a really subpar game experience, humor me :p

To any new joiners: an Action Chatroom is a roleplaying game played in a chatroom. Since I wrote this offline and copied it with my phone(I don’t have home internet) I can’t put a link in this post today, but I’m sure one of the nice regulars will do the honors below. If not, I’ll take care of it tomorrow.

The concept is simple: You are a concerned citizen who’s been considering becoming a costumed sexually-confused bright-colored-tights wearing insane vigilante superhero for a while now. However, the four heroes of the city(The Raven, the Immortal, Sapphire Central and the Great Knight) have been doing well enough. Until, that is, all the TVs and radios in the city suddenly play the above message.

There is no more time. You’ve made the decision now that if the city’s heroes are turning themselves over to this madman, whoever he is, someone has to take up the effort of defending the city.

All right, concept’s done. Let’s get to the important bit, shall we? Character creation:

Name:
Alias:
Appearance:
HP:
RP:
SP:
CP:
LP:
Skills:
Trait:
Bio:

All right, now what does this crap MEAN?

Name: Obvious.
Alias: Your superhero name.
Appearance: Red hair? Black? Blue eyes? What do you wear in-costume? Are you man or woman?
HP: Hit Points. You start with 30 of these. They represent your body’s physical ability to take damage. As you lose HP, your skills suffer proportionately(due to injuries and exhaustion). One LP can increase your HP by 10.
RP: Resolve Points. You start with 30 of these. They represent your mind and soul’s ability to remain focused and avoid Heroic BSOD. As you lose RP, your skills suffer proportionately(due to doubts and lack of focus). One LP can increase your RP by 10.
SP: Story Points. These are earned solely through Roleplaying. You start with one SP. When you use a SP, you may then(within reason) simply dictate what happens on your turn and that is exactly what happens, no rolls. There are some limits, but they are soft rather than absolute, so I won’t tie this up in legalisms. Do note that “Roleplaying” does not mean “Everything bad happens to my character oh woe is me”. It’s perfectly possible to have a well-RPd and interesting character who isn’t angsting all the time, so don’t turn to brooding and whining(in-character) to get SP.
CP: Combo Points. You start with three of these. You earn one CP for every critical hit you pull off, and they are also given as rewards for impressive or well-planned combat achievements. One Combo Point enables you to take one extra action that turn, and there is no limit to how many you can use per turn. Each successive action in a Combo gains a +2 success chance bonus.
LP: Level Points. You start with 20 of these. Use them to purchase Skills, RP or HP. The exchange rate is as follows: 1LP=10HP/RP. A Level One Skill is 2LP, Level Two is 4LP, Level Three is 7LP, Level Four is 10, Level Five is 14, Six is 18, Seven is 23, etc.
Skills: These are your abilities and such. Each one has a defined purpose.

-Hand to Hand: Function: Melee damage and hit chance boost when unarmed
-Melee Weapon: Function: Melee damage and hit chance boost with melee weapon
-Ranged Weapon: Function: Ranged damage and hit chance boost with ranged weapon
-Charisma: Function: Persuasion damage and hit chance bonus for convincing NPCs or PCs
-Dodge: Function: Melee and ranged boost to dodge chance
-Willpower: Function: Increased dodge chance against RP attacks
-Gadgets: Function: Increased hit chance and damage utilizing gadget equipment, one new Gadget per level. If this skill is taken, list your gadgets below your bio after vetting them with the GM
-Super Vehicle: Function: Increased operating skill in vehicle of choice, new ability added to vehicle per level. If this skill is taken, list your style of Super Vehicle below your bio, as well as its abilities after vetting them with the GM
-Strength: Function: Raw physical power for moving items or people as well as grappling
-Intelligence: Function: Knowledge and smarts for remembering details or determining solutions
-Escape Artist: Function: Increased ability to pick locks, tie knots, escape bonds, or any other such activity
-Use Computer: Function: Increased chance of success when performing any computer interaction

-Genre Savvy: Function: Increased persuasion hit chance bonus for requesting GM guidance
-Perception: Function: Increased chance of detecting hostiles or mission-critical items
-Medical: Function: Boost to heal chance and repaired damage
-Unique: Function: Character-unique skill. Must be decided during character creation, and approved by GM
Trait: Your trait is your character’s unique special ability. They are incredibly powerful, so you may only ever have one Trait. NO TWO PEOPLE CAN HAVE THE SAME TRAIT. YOUR TRAIT CAN NEVER BE CHANGED.

Trait: Fast Learner: Earn 1 extra LP per mission automatically
Trait: Legendary Hero: Earn .5SP per mission automatically
Trait: Lightning Bruiser: Earn 1 Combo Point per mission automatically
Trait: Battle Master: Criticals on 18, 19 and 20
Trait: Nothing Held Back: HP loss does not weaken skills
Trait: Iron Will: +10%RP
Trait: Unwavering Dedication: RP loss does not weaken skills
Trait: Made of Iron: +10%HP
Trait: Of Many Talents: +10LP
Trait: Think Things Through: Immune to Critical Failure
Trait: Determinator: The first time you are killed/KO’d, you rise again on your next turn with 1/3d HP and RP
Trait: Crazy Prepared: You possess an item/gadget for any possible non-gamebreaking and non-supernatural need
Trait: Roll With The Punches: Immune to Critical Hits

Bio: This is where you get to have fun. Where did you come from? Where did you go? Where did you come from, Cotton Eye Joe? Let us know who your character is.

Right, a few more details to clear up:

NO ONE has superpowers. I’m not bending on this. You are all pure, absolute Badass Normals, at least at first. Don’t even argue this with me because it’s part of the fundamental concept for the game.

No whining about Savs3. Just thought I’d repeat that.

First mission Monday at 5PM EST because I’ll be at CiCis for it.

Keep it at least semi-serious. Yes, Kinich will be Kinich, and humor is fine, and I’m no more immune to laughter than the next man. But keep it at least somewhat serious – as usual, I like dark and gritty tones more than lighthearted and comedic.

If you want to submit a villain idea, go ahead – no need to follow the formal character list though. Leave that to me – just give me the nuts and bolts ideas and a suggestion for some skills or even just general directions for the villain to pursue.

I think that’s it. Make your characters and all that jazz!

Important Locations:

Spoiler :
Bradley Towers – The headquarters of Bradley Enterprises, the Towers stand side by side in the center of Emporia, dominating the skyline more than any other structure. It’s always a hotbed of activity, with researchers, engineers, corporate drones and high level management coming in at all hours of the day and night. Except tonight, that is . . .

Belliam Manor - A large, ornate estate on the edge of town. Belliam Manor was built in the late 1600s by Arthur John Belliam, the line’s founder, and has been the headquarters of weapons trading in the Emporia region ever since. Despite nearly being torched by the Army of Northern Virginia in the War Between the States, the original structure(plus or minus some renovations and upgrades) still stands . . . and few people outside the Belliam line have ever really seen the inside in detail. One wonders what Natasha is doing there all the time . . .

Elijah J. Hamill City Park – Named after Emporia’s first police commissioner(and also the first corrupt one, but no one talks about that), Hamill Park is a beautiful location of lakes, trees, wildlife and picnics. It’s also large enough to be quite a good staging area if you needed one.

USS Kentucky(BB-66) – The sixth Iowa-class battleship built by the United States government. It was almost scrapped when an accident caused the USS Wisconsin(BB-64) to require a bow replacement. Construction was, however, completed in the late 50s. Her specifications included nine sixteen-inch cannons mounted in three turrets(2 bow, 1 stern), ten five-inch side guns, eighty 40mm AA guns and forty-nine 20mm guns. After service in Vietnam and the Persian Gulf, she was mothballed in Emporia, and despite proposals to turn her into a museum ship like all five of her sisters, nothing has been done yet.

St. Conroy Cathedral of Christ – The Cathedral is the largest worship hall in the city, or anywhere nearby, and has seen the prayers of millions of Emporians to relieve the corruption and terror in their city. They thought the superheroes were the answer to those prayers, but with Great Knight’s corpse nailed to the ornamental cross outside the cathedral, and the Mystery Madman’s message . . . .

Soccoro Motors – The biggest motor vehicle company in the city has a headquarters to match, towering over any structure short of the Imperial Oaks or Bradley Towers.

The Imperial Oaks Resort and Hotel – The Imperial Oaks is the classiest hotel in Emporia, sitting on the coast and overlooking the famous Emporia Beachfront. It has a helipad for important guests, a privacy wall, and all the amenities of a six-star establishment.

Important Events:

Spoiler :
The Nagoya Riot – Recently, in Japan, things have been deteriorating as a faction resenting Japanese “servitude” toward America has escalated its attempts to gain power over the existing government and reestablish the military junta of the thirties and forties. The Nagoya Riot was the most obvious show of force yet, where the rioters attacked the city hall and nearby US forces declined to assist JSDF elements in subduing the riot, on the basis that it would make things worse. Since then, Japan has been a seething hotbed of anger and resistance, which many suspect is spurred on by Chinese, Russian and North Korean elements to remove the US’ biggest ally in the region and surround South Korea.

The Bank Massacre – About ten years ago, right as El Muerto Blanco was poised to take over the criminal underworld, his predecessor attacked the Emporia Service Bank to silence a few bank employees who had seen too much. In the massacre, Carla Bradley was killed as a bystander, along with a whole host of others. The event led to the police cracking down on crime for a few months, which allowed El Muerto to take over. Shortly therafter . . .

The Night of Justice – Eight years ago, Sapphire Central appeared on the scene, wearing a royal blue bodysuit and armed with gadgets and wrist blasters loaded with stun lasers. Two years after her arrival, a massive police force was dispatched to trap her and stop her. On this “Night of Justice” the Great Knight, the Immortal, and the Raven all appeared. The four heroes together put down the task force, stopped a plot by a group of anarchists to cause a meltdown in the Emporia Nuclear Plant, and delivered a squad of crack assassins to the local prison, tied up and senseless and hanging by their ankles from a traffic light. This night led to the start of the Superhero Era of policing in Emporia. Commissioner Bard’s predecessor was forced to resign, allowing Bard to take over.

The Great Thanksgiving Hunt – On Thanksgiving Day and night last year, a massive organization of mercenaries from Eastern Europe arrived to hunt down the Four Heroes for good. At the same time, an assassin from the Western US arrived in town to do what the mercenaries couldn’t. Despite rumors that the Immortal was killed, the mercenaries were defeated and several captured, though their leader escaped. The elite assassin was not caught, but hasn’t been seen since, and the heroes’ place is even more firmly entrenched.

The Charity Ball – On the night of St. Nick’s Day, a large charity ball was held at Belliam Manor. All the city’s high-profile people were there, as well as a substantial police presence and multiple invited guests from around the city. Natasha Belliam herself was the host, and as a surprise, The Immortal, Sapphire Central, and the Great Knight all appeared. Teodore Bradley claimed illness and was not present, though Anne was there. All donations from the ball went to charity.

The Day Bank Raid – A week ago, El Muerto Blanco raided the Second Emporian Bank in broad daylight, carrying off a fortune in loot and several hostages, which were later found in various states of maiming and/or death as “warnings” and entertainment. Several police officers who tried to stop them were reprimanded by management, as Commissioner Bard received a cut of the heist’s profits. A few of those cops later had . . . discussions with either fellow officers or some of Blanco’s negotiators.

And of course, the city holds many more . . . .

Important Personages:

Spoiler :
Teodore Bradley – CEO of the massive pharmaceutical and technologies firm Bradley Enterprises, Teodore has always been Emporia’s most eligible bachelor. He’s dabbled with a few of the bachelorettes in high society in his time, but never for as long as he did with his first wife, Carla. They had one child in the heyday of Bradley Enterprises rising to the top, Anne, but Carla passed away when she was caught in a bank robbery several years ago. A noted detractor of the superheroes, claiming that they could do more good as police officers.

Anne Bradley/Sapphire Central – daughter of Teodore Bradley, Anne is a charming blonde socialite girl. She spends most of her time partying and living it up, and when she isn’t she’s booking trips to foreign locations of great beauty and popularity. Despite a string of broken hearts, no man has yet been able to win her affections for very long, leading many to suspect she has a low-profile lover. A noted supporter of superheroes. The first of the heroes to appear. Untrained in hand to hand combat, relying on gadgets, computer skills and a stun blaster on a wrist mount in combat. Manages the heroic team as Mission Control.
--KNOWN SKILLS:
-Ranged Weapon 3
-Intelligence 6
-Use Computer 6
-Gadgets 2

Natasha Belliam – Natasha is an enigma. She spends all her time isolated in Belliam Manor on the edge of the city, except for a few charity balls and meetings with the Board of Directors for her parents’ armaments company, Belcorp. It is unknown how much of a role she has in her company’s operations. She has never made a comment about superheroes.

Commissioner Earl J. Bard – Earl James Bard, Police Commissioner, is a dirty cop. That’s about all there is to him, unfortunately – as long as his pockets are lined with money, he really doesn’t care what happens to his city, and he’s indoctrinated most of his high level lieutenants and analysts to follow the same policy. He’s a rather violent detractor of superheroes.

Pablo Gomez – Also known as “El Muerto Blanco”, Pablo is Emporia’s biggest crime boss. Racketeering, protection, theft, kidnapping – he’s got his fingers in almost every crime that hits the city, one way or another. Everyone knows who he is and what he does, but as long as he keeps Bard happy and everyone else scared, no one will risk touching him – other than the supers.

Mayor William Santiago – Mayor Billy, as he’s known, won the election in a landslide on a platform of reforming the police and dropping the crime rate. He’s an avid proponent of superheroes, and constantly works to make their jobs easier – crossing the police and El Muerto Blanco several times. A lot of people wonder when he’s going to be taught the ill wisdom of reform in this city . . . .

The Great Knight - The Great Knight was the leader of the Heroes, known for always trying to talk his foes out of action and usually succeeding. He had a soft spot for "damsels in distress" and that rule sometimes fell by the wayside when saving young girls, but he was usually almost as kind to his foes as friends, leading to many rehabilitations and a good deal of distress among criminals at his death.

The Immortal - A man? Woman? More than one? Whatever. It isn't known what, who, or even general details about this man/woman/both/neither/thing/organization, but the Immortal is skilled in fighting with dual escrima sticks and gadgets, and appears to have varying skills depending on the situation, leading many to suspect either an organization or a highly trained ex-government operative.

The Raven - The Raven is a mystery, wrapped in a riddle, inside an enigma. Many people don't even believe he's real. What is known about the Raven is that he is skilled in hand to hand combat, operates a tank-like supercar, and utilizes combat techniques that range from downright brutal to almost satanic, yet never takes a life for any reason. Once left Commissioner Brand hanging by his ankles in front of the police station for the other officers to discover in the morning.

Bio:
Spoiler :

Shanna Socorro had two great loves- bikes and knights.

Her early love of motorcycles was not unexpected. She was the only daughter of the Italian billionaire Pietro Socorro, owner and CEO of Socorro Motors, after all. Socorro's always had a passion for motorcycles, whether it was riding them, designing them, or running a massive corporate enterprise thanks to them. Shanna enjoyed doing all three, and even planned to work for the company before eventually taking it over once her father had retired. She entered college intent on completing a degree in engineering when the heroes appeared in Emporia.

Her second great love also came at an early age. Like many children, she grew up reading of the exploits of noble knights fighting great evils to protect the good and the innocent. For reasons unknown, she was infatuated with the idea of the knight in shining armor, and as a young child insisted that she wanted to grow up to be a brave and noble cavalier, just like Galahad and Saint George. Those childhood wishes were still in the back of her head when the heroes in Emporia started being active.

The greatest day of Shanna's life started with with three thugs cornering her when her motorcycle broke down on the bad side of town. As the meanest and ugliest of the trio pressed a blade to her throat with a hungry look in his eyes, Shanna silently begged for someone to come and save her. Then in a flash of silver, the thug was thrown backwards into a dumpster, his two cronies looking on in shock. In his place stood a tall figure, clad in shining silver and azure armor, standing between her and the thugs, feebly drawing their own weapons in defense. Shanna watched in awe as the armored man swung once, then twice, knocking them each to the ground with a powerful blow. Shanna looked on in awe as the imposing figure turned to look at her. Still in shock, she vaguely remembered asking the man his name. "I am the Knight," he said gently, offering her his hand.

From that day on, Shanna Socorro decided that her family's legacy could wait. She had a new dream now. Newspaper clippings of the Knight and his friends soon found their place alongside the design sketches and posters tacked to the walls of her room, along with a few sketches of the Knight with a young ward at his side. She started taking gymnastics and archery electives in college, and once she graduated with honors began experimenting with some of the materials used in manufacturing her family's high-end motorcycles. She started working in the family business as planned, but never lost focus of her goal, refining her archery every moment she could and sketching day and night to find the perfect design for her pet project. She came out with a leather and kevlar biker uniform, stylized like the armor of a noble chevalier. She decided to paint it silver and blue.

Her first heroic deed took place on the worst night of her life. The streets were rife with crime that evening, and the newly-dubbed Chevalier decided to deal with a pair of criminals holding up a liquor store. Riding a hi-tech motorcycle, designed and built by herself, she burst heroically onto the scene and let loose her first shot. It hit the first thug squarely in the back, and he collapsed to the floor in a dazed heap. His partner turned to face her, and with an expertly placed shot knocked the gun cleanly out of his hands. Triumphantly, she announced her name to the world for the first time, and declared that she would fight for truth and justice in the name of her hero, the great and noble Knight of Emporia.

"The hell are you talking about?" the thief scowled. "The Knight is dead!"

Gadgets:
Zipline Arrow: Special arrow with a mechanically retractable carbon-fiber rope, useful for making ziplines and grappling up to high places.
Pellet Bomb Arrow: An arrow which explodes on contact, emitting a number of nonlethal rubber pellets at high velocity.

Vehicle: Socorro Errant (Prototype high-end motorcycle)

Auto-Drive: A feature initially designed to cash in on the "self-driving vehicle" pipe dream, the AI is capable of self-steering, allowing Chevalier to summon it from a relatively short distance and, when riding it, use both hands for her bow.

Trait: Legendary Hero
Bio: Rachel Solomon is an independent, maverick cop dispensing justice to the downtrodden masses of the city of Emporia. At least, that is what she expected to do when she joined the Emporian Police Department. Instead of being met with an organization tasked with the protection of the innocent of the city, she instead found herself embroiled in a corrupt that meticulously followed the letter of the law whenever possible. Gangs littered the streets, superheroes terrorized the city, and Rachel saw any attempt to actually do anything to fix the city was met by a unassailable bureaucracy. It even seemed like the powers above were more interested in bagging the superheroes than anyone else in the city.

The most dramatic example of the police's corruption was only a week prior to the present, when a bank was robbed in broad daylight by El Muerto Blanco, the head of one of the most power crime syndicates in all of Emporia, and his gang. Rachel was on patrol around the bank, and attempted to radio for backup. Her only response was a threat from the commissioner: try to ruin the "understanding" between them and El Muerto, and she would "end up missing". Rachel bit her tongue and allowed the robbery to happen, despite her misgivings.

When the Knight was found dead, the camel's back was broken. Rachel could no longer stand back and let the city fall into ruin. Idle no more, she decided that the only way to fix the town was to go vigilante, and fight the villains herself without the backing of the police. She would still stay in the force in the meantime, but mostly to serve as a front to obtain supplies and targets for her vigilantism.

Name: Dianne Del Costa
Alias: Tempest
Appearance: Dianne has shoulder length black hair and dark brown eyes. Her costume is a black skin-tight suit with a small blue spiral symbol over her heart.
Bio: When Dianne arrived in Emporia to study at the university, it was with a sense of wonder that she was to live in the same city watched over by the phenomenal new heroes. She found a similar sense of awe in a local student named Lily, and the two of them found themselves often discussing the heroes as their friendship bloomed. Their mutual technological interests soon found them sketching rough designs for how super-hero-ing might work, but in truth it was never much more than idle fantasy to her.

When Dianne realised that Lily was serious about joining the ranks of the heroes, it was something of a shock. Surely, she said, there was no way they could actually make any of the things they had been imagining, without vastly more resources than they had available. Lily disagreed. Of course she could get what they needed for that sort of thing, it wasn't like money was an object after all. It was in that moment that Dianne learned her friend was in fact the daughter of a hugely successful local businessman, born into one of the oldest clichés of superhero origins.

The problem was, the two of them were hardly cut out for super-heroism. Dianne's rudimentary self-defence lessons and natural athleticism were all they had in terms of physical ability, and super-heroics was obviously far too demanding for either of them to have much hope of success. But the seed of the idea had been planted, and soon Dianne found herself subconsciously striving towards it as she worked. It seemed almost as if it was the standard to which she now measured herself. So when Lily revealed she had actually built herself a hideout, it became clear that the question was no longer an 'if', but a 'when' it would happen.

It happened sooner than they might have wanted. Mere weeks after the decision was accepted as fact, the news of the knights death spurred the unprepared pair into premature action. Dianne, they agreed, would be the actual Heroine, whilst Lily stayed in their hideout, now fancifully labelled 'The Eye', providing advice and building more of the gadgets they knew would be needed. And so it was that, inexperienced but optimistic, 'the Tempest' made her first appearance...

Very little happened in Emporia that he didn't find out about sooner or later, and he made good use of his intel to swipe only the finest, most well-guarded treasures. A true gentlemen, he never stole that which would ruin the one who lost it, & frequently made anonymous donations to charity.

Due to his affable nature & distaste for more 'stereotypical' supervillian tactics, such as wanton murder or threatening innocents, the four heroes of the city developed a grudging respect for him- a respect that was retuned by Schizoid, and that eventually developed into a friendly rivalry of sorts. Indeed, when other, far more dangerous characters threatened the city, Schizoid was not above discreetly lending a hand to the heroes- after all, if the city was nuked or her inhabitants brainwashed, where would he steal his trinkets from? And though he loathed to admit it to anyone, least of all himself, he did develop a taste for heroism during his occasional flings with justice.

And so it was, that, when the Mystery Madman blackmailed the big four into throwing in the towel, Schizoid decided to abandon thievery- at least temporarily- and take up the mantle of hero while his old acquaintances were indisposed. He may not be a combat expert, or a crack shot, but he does have a massive information empire & years of experience in the underworld. With a little luck, that'll be all he needs to last the night & come out of the experience a bona-fide defender of righteousness.

Gadgets:
  • Gecko Gloves- An advanced bodysuit allows Schizoid to walk/crawl/breakdance/ect, on walls & ceilings
  • Ornery Ornithopters- Insect-like surveillance drones that can be deployed at will; inconspicious & efficient, they are Schizoid's eyes & ears
  • Adroit Androids- Orbiting apparatuses that protect Schizoid from harm; they can be used to attack, but provide no defensive bonus if used for such a purpose
Super Vehicle: Motorized Monowheel
  • Net Guns- A pair of net guns allow for criminals & rabble-rousers to be rapidly & safely subdued
  • Auto-Drive- The Monowheel has an extremely basic AI, & is capable of driving itself

Spoiler :
When you're named after the greatest inventor ever, it's almost required that you take up gizmos and gadgets. Tom Kowalski was no exception. A genius intellect and passion for design enabled him to become the Bill Gates of nanotech, developing multiple products for both military and civilian use. Current estimates have his wealth at just short of $10 billion. His pride and joy is the prototype Adaptive Nanite Armor, which he was personally field-testing when he found out that the Great Knight had been nailed to a cross. At MINRVA's suggestion, he decided to tackle this particular problem head-on, but he's worried he may have bit off more than he can chew.

And when the demand came for the heroes to turn themselves in, Josiah decided it was time for the people to stand up and support those who have protected them for years. They just need to be motivated to do so.
