I think he's talking about the Protestant split with the Catholic Church.

A "civil war" of religion, so to speak. Of course, the protestant religions wouldn't have a "holy city" or shrine, as that would kind of go against the whole point of the reformation. You'd have to mod the religion feature to make sense.
