Roundman, although you might think those civs are more diserving, this oppinion varies greatly
I think the Sumerians, Babylonains, and Assyrians all offered a somewhat unique addition to history (Babylon for their culture, Sumer for their inventions, Assyria for their powerful, Superior, Cruel Army). But the Babylonians pretty much covered all 3 (I guess I should include the Akkadians in that and make it 4).
If we want to consolidate civs, Poland could be Partitioned into Russia and Germany
(This is just a joke, take it as one).
By NW Indians, do you mean Native Americans, like the Souix? I think the Souix are actually one of the less deserving civs. They were a nomadic people, their first perminant cities were pretty much the Indian Reservations. They had few victories against the US Army (that's what made Custers last stand so famous, it was a rare sight).
There are a ton more civs that can be added. Firaxis could easily add another 8 in another XP and there would still be somebody who finds a civ he likes that isn't in the game.
