I should probably work on this before doing anything else on the mod as the whole idea hinges on getting the AI to cooperate.
The AI's units need to be suicidally aggressive or the whole thing will be pointless.
I’ll look into increasing the AI’s city defences and trying hidden nationality again; there could be some combination of factors that’ll help.

I did some quick testing. The only thing that seems to work is giving the AI units similar Attack and Defence as the hero and crucially HIGHER HP than my hero. This made the AI aggressively attack my hero. Unfortunately, my hero died very quickly. I need to do more methodical testing. I also gave the AI units a bunch of other flags. Nothing worked though until I gave the AI more HP than my hero. Even if the AI had the same HP as my hero they just fortified.

I also gave the AI lots of cities defended by mech inf and made an area walled in by mountains that the AI couldn't cross. So the AI units were trapped with me hero.

It's not exactly a solution but possibly there might be a balance where the AI has high HP but low enough attack making a balance where it's difficult but not impossible.

EDIT: Tested again. AI will attack aggressively if I give it's units the same attack value as my hero's attack/defence plus higher HP bonus (hero had +5 HP and AI warriors had +10).

Now I'm thinking how to make the hero survive such strong units. Perhaps if the hero has a high rate of fire? Or lots of items that can weaken enemies so that the hero doesn't get womped too easily?

Thanks; that could be quite useful.

High HP & defence will easily be balanced out by equipment but a high attack will complicate things.
If the AI can recognise the transported units in your stack, they’d never consider it to be an appropriate target.
If the AI prefers a direct attack, my armour units (lower stats) will be ignored. None of the defensive equipment units can be marked as kings so have to be available for construction. This would mean I’d have to use the sales/acquisition method you described.

Make payments = Build as normal
Pay in full = Hurry production
