hmmmmmmm
basically an excellent idea! just that we`d need deifferent graphics for "next to city", "one tile away from city" and "far away from city". So cities would have huge buildings in the 9 squares, then smaller (suburbs) around them, and then you`d get normal rail where there`s no cities influence....
 
very cool idea, but Killer is right. Given that i put my workers on automatic, it would result in urban sprawl covering my entire territory, which would be uglier than the current railroad sprawl. I like Killer's idea of trying to tie the graphics in to distance from the city, but i don't know if it is possible.
