Mitten Marauder
In my last game I had an AI player that could not die.
I was at war with Denmark when he offered a huge city as part of a peace deal. Wanting time for my army to heal up before pushing on the capital, I took the deal. Unfortunately, the turn I set the city ablaze, I took a huge happiness hit and I needed to ditch the city and fast.
So, I handed the city over to Carthage for free who was losing a war and I wanted her to live through a vote she promised me votes on. Dido decided to let the city burn, which was strange, but no my problem. Until, she lost her last city but kept the one I gave her ablaze! Essentially, she burned down her only city.
As a result, I became unable to kill her, as any city I gave her she'd burn down! She was still around to vote, trade (though had nothing to give). I know if I liberated her capital I could then re-take it to get rid of her, but this can not be intended behavior. Also, could be easily exploited by basically passing off cities (avoiding the happiness hit) you don't intend to keep if the AI lets them burn.
I might see if I can easily recreate this, but getting the circumstances just right seems to be a factor.
