The V28 Freeze

I've updated the OP to show that nothing apparently came of SO's issues with building things, and so that we have fixed all of the known bugs for release. Great Job guys. :goodjob:

This one looks worthy of addressing before release:
There are some inconsistencies in the planes ability to intercept other planes.

Early Fighter, Propeller Fighter and Early Jet Fighter each have the chance increased by 10% (35% to 55%), this is fine.
Then we have Jet Interceptor, Jet Naval Fighter and F14 Tomcat each at 100% Intercept and the Jet Fighter (F111 model) can't intercept at all.
After that column (looking at the Unit upgrades tree) we have Modern Interceptor with 47% Intercept, Modern Naval Fighter with 100% and Modern Jet Fighter with 40%.
Stealth Interceptor 100%, Stealth Fighter 55%
Hypersonic/Orbital Fighter 60%.

And I still have an assert regarding a missing lemon orchard reference in Ori's events. I'll get a screenie here soon.

I haven't touched the XML for those, so I'm pretty sure that that is an issue with your changes yesterday.
 
I couldn't have done anything to the values on those with anything I've touched this cycle. But you and Hydro were adjusting the xml on those recently and thats where such numbers would be coming from. Not trying to assign blame here, just saying it should be looked at because those inconsistencies seem a bit odd in the overall setup. He's talking about what the civopedia/unit help pops are saying about the unit values themselves. Not a coding issue.
