This game is not ready to be played in Offline Mode

So I played Civ V yesterday, in offline mode, no problems. Today, I went to play again. I started up Steam in offline mode, but receive an error from Civ "This game is not ready to be played in Offline Mode". I have not had Steam run online in at least a month. I have had similar problems before, although I'm not sure it's the same error message as in previous times.

What can I do to make the game more consistently able to start in offline mode?

Weird, the only results I get for googling that error is the Half-Life 2 release in 2004 when Steam was in pretty rough shape. Anyway, the only real answer I found was try setting the file in your Steam folder "clientregistry.blob" to read only. No idea if that will work, if it doesn't then all I can think of is to plug your computer into the internet, delete clientregistry.blob and then start Steam and let it download a new one and update itself and the game.

There has been a Steam client update, maybe it needs that before it will play anything offline again.

He's had it offline for a month, probably on a computer not attached to the internet. It wouldn't know.
