This is crazy

Played the game for about 17 hours, with only one problem. It would only load under DX9. DX10 would show a blank screen.
Was ready to play today but the game would hang and then shut down during intro video.
That happened about 5 times and then I decided to uninstall, which went fine,,,,I thought.
Upon trying to reinstall, Steam would take over and the game would not reinstall.
Repeated attempts to get the game installed failed.
Then a Steam window popped up and stated I was playing under compatibility mode, and to go thru and fix this issue. This is an issue because of Steam. Their patch caused this problem.
Now I may be reinstalling , and Steam at first was not available, now I seem to be in a loop with Steam reinstalling. Same message just appeared,

The question is, Are these settings in window 7 files or in the Steam files?

I can't find them...

2 hours dealing with this crap and how amny more to go...

Finally found the settings to change and Steam is down downloading files.
This is still BS, that I have to go to a site to play this game. I bought the disc it should all be there for me to start playing.

I have played the CIV games for 10 plus years now and have not been more disappointed in how this game was dev and put out to the market place in such sad shape.

We expect more from CIV and they have laid one big egg!
