You could do that, but it would be much better to add ranged attacks like in the Defense mod. That is xml only, you can set the ranged strength, damage cap, collateral, and collateral limit to whatever you want, you can target a specific tile, and the AI uses it very effectively. It also takes the defending unit's strength into effect, and targets then in the proper FfH order (marksman, guardsman, hero, and channeling 1-3 effect the defending order correctly). The AI doesn't like risking its units by attacking from its cities, but if it can attack without risk then it does so 100% of the time. It is brutally efficient, better than a human would be. It is then more willing to use other units to take out the weakened stack.
Oo, remote/ranged attacks? Even better. After all, a longbow can fire maybe 500 meters, and yet in civ/FfH they have the same "range" as a sword. Go figuer
