This noob needs help with a modpack!

I've added custom units to civ 2 and when I build them in a city they always appear at the bottom. I wanted to put them in order with their respective units. So I swapped them around in the Rules.txt and moved the images in the Units.gif to coincide. Well.... I didn't know certain slots had special characteristics. So, how can I make them align with their similar units?

I have another question. What are the index numbers in the Describe.txt?
