I have, once again, been trapped in my NP planning by the insidious 'This city didn't buy *that* tile' annoyance - I can't seem to find a mod that'll let me swap tiles 4 out from CC from another city's control but if it already exists please point me in the direction of it, I'm so tired of my National Park planning getting scuppered for such a silly reason :/
