Perhaps this is so obvious everyone does it already, but it actually just occured to me:

You can trade your last copy of a resource for a resource you don't have to rack up multiple WLKDs without any real cost.

I have historically avoided trading my last copy of a resource do to its happiness pool value. I have also generally avoided trading for resources I don't have except when I'm in a real happiness pinch (due to their unreliable nature.)

So, the other day I am sitting there with 1 fur left and Washington has 3 dyes available, and it occurs to me I can trade my only fur for his dyes and it won't cost me anything. Happiness is the same before and after. If he DOWs me or I DOW him, happiness will still be the same because I'll get the fur back.

Only real difference is I touch off about 20 WLKDs. And amusingly enough, I get a few more when the deal ends and I get my furs back.

Yes, I suppose WLKDs aren't all that great, but what the heck, the cost is close to zero...

Yep, just be sure you have buildings or new luxuries, or even SP's that will account for all the new citizens you're going to get from the WLTK rabbit breeding

Well, I always check the box to not allow population growth on the cities I don't want growing, so I figure the WLKDs can't hurt.

Maybe a stupid question, but what use are the WLKDs? Do the cities get a production bonus or something?

I think the problems are:
1. Pretty enough AIs won't accept 1-to-1 trades because they've accumulated sufficient player-hate
2. People have reported that AIs don't prioritize connecting additional luxuries.
