One reason there are tyrants in the world is because it is a workable strategy. The good guys only win when they are very, very careful.

Indeed, when Multi-Player comes out, I'm afraid that city-packing and the whip will dominate. I hope not.
 
Are there any penaltys involved with excessive use of the whip such as unhappiness? I know you can get yourself into a bind financially as posted earlier, but are there any affects on the happiness of your people or your reputation?

Just curious.

whipping makes one guy unhappy fro 20 turns
 
I hate haing to use the whip :whipped:. It kills too many people for what you're gtting out of it. This is a reason that in my last game, I stuck with monarchy in my last game even through the age of democracy. I had full power to declare wars whenever I pleased w/o worry of those damn war weary hippies, and my people were happier because of of the policing limit. Also, I'm usually rollin' in the dough, so buying improvements and units is no problem for me (making me favor monarchy over communism [which uses the :whipped:]).
