Too many mobile SAMs!

Has anyone else had problems with controlling the governer once Flaks and mobile SAMs can be built? Both myself and my brother noticed that after getting these units the governers will build nothing else! Even when I tell them not to build defensive units, which I'm sure they were classified as when I peeked in the editor, they still build them when I'm not looking!

It's really annoying to have to change production on 20+ cities every single turn, back to what I've been constantly ording them to build for the past 5 turns. Before getting Flak, the governer used to take my cues, now it seems to have some sort of paranoia about death from above.
 
I find that really annoying too, set your preferences to build the same unit constantly.
 
That's a good idea. I tend to build units in huge batches anyway.

Though I still wonder if this is a bug or not.
 
I guess it wants a certain amount per city in your empire. And as long as you haven't reached that point the governor will do everything to get more. But I still think it's weird also. I just set it to build previously built unit it works for me.
 
Do you currently have any units stationed in those cities? I often leave my core cities empty once I get rails, and the AI seems to get really alarmed by this and try to build a cheap defensive unit (Flak or SAM) as quickly as possible. That could be it.
 
I think it has something to do with the cost per unit. :) The governor always selects the cheapest military unit to build. It happens in ancient and medieval times as well.

This is correct. They cost fewer shields than TOW or MI, and thus the AI will always want you to build the cheapest defensive unit first.
