There weren't a million men at Waterloo. Napoleon had approximately 180,000, Wellington commanded about 100,000 British and Dutch troops, and Blucher had 116,000 Prussians, giving a total, in round numbers, of 396,000, which is well short of 1,000,000.

Since banks in CIV3 only increase commerce (not banking abilities etc.), this form of banking can be found already in ancient Greece, Phoenicia, Babylon and other cultures. Actually, the banking as we today know it started in 19th century (Rostchild, Bank of France) and these isolated examples like the Bank in Barcelona were common just as in the ancient era = reseved for the rich and the nobility.
