Anyone here knows accurately how this chart is defined? My bud says its all measured by the culture in the city and nothing else, but I doubt that and thats why I'm asking you guys.
Well I can tell you it's definitely not that, I just won a cultural vic and my cities were 1st 3rd and 4th... and AIs never get legendary culture (or at least ive never come across it, in any case, definitely not in this game).

I think the wonders are just counted by the culture that they have generated, not just the fact that they are there. Though they can also contribute to production, gold rate, and population if they are that kind of wonder. You don't get a specific bonus for having the wonder. But they do tend to end up in those big productive cities, which is why the top five cities usually have some.
Wonders do not directly count. I had a city with 5 wonders in it but it was a production city with a small population of 12 or so and it wasn't noted in the top 5, but a size 15 city of the AI without wonders was noted in the top 5.
I think that score should include top5 cities. Give something for us peaceful empire-builders. If you have 3/5 of the worlds greatest cities, then you ought to score well!

Mmm, but I am not talking NUMBER of, I'm talking about HOW great they are. If you conquer them all, then they'll be revolting and in a generally bad state. Not as a city that you've controlled for eternity.
Make it so that foreign citizens doesn't count or whatever. That way it'll hugely favour the builders.
