Civ 5 can introduce Tourism. I realise many countries have a tourism board/authority.

Tourism will add boost culture and economy, sometimes Diplomatic Relations.

It will be considered a new technology. Once discovered, you can build a Tourism Board. A Tourism Board can help trigger a mini-Golden Age.

How?
By organising events
Olympics (8 cities need to build a stadium each)
F1 Grand Prix (one city need to build a circuit)
FIFA World Cup (8 cities need to build a stadium each)

Upon completion, countries bid and 2-3 countries will be nominated. Winner is based on a vote by a conference. No country can host an event consecutively for 4 times.


These are just basic ideas. What say you guys?
 
How about simply adding automatic tax revenues from every foreign unit in one's own territory? It would be the counterpart to the already existing supply cost for units abroad.

Logically it makes total sense: People spend money when they travel through your territory - quite a lot if they're tourists, but still some if they aren't. It also fits well into the gameplay as it benefits those civs whose territory are high-frequency pass-through areas, in other words, civs that are surrounded by other civs. Those civs deserve a compensation as they're usually at a strategic disadvantage because they're most likely to be attacked by a neighbor - or even several at once.
