Towns

I'd like to see "Towns" spring up in your country.

If you have;

a resource;

a bridged river;

where a the river goes into the sea or next to fish;

where a road connects with another Civ(on the border);

Next to an Airport or Military base; (See Below)

unless you build a something else on the square then the computer may but a "town" there, as people will move to places due to the opportunities they provide.

Towns would give a defensive bonus (less than a fortress), a shield bonus and a commerce bonus but would use up all the food on the square. Also towns could be captured but you would only capture the square the town occupies. The town could be distroyed (Pilliage).

If you build colonies then they would become towns when your borders engluf them.

Airports and Military Bases

Military Bases would replace forts in the industrial and Modern eras. You will also be able to build Airports and Military Bases in Alied Countries, where you build them will be agreed when you agree the aliance.

Any Thoughts?

I like the concept of military bases
they could have combined barracks,harbor,coastal fortress, barricade and airfield abilities
they should be limited according to the number of cities(e.g1 base for 4cities)
they should have a high support cost
and probably a culture ratio of 1 tile so they cannot be destroyed by the expansion of cultural borders but only by military action
finally there shoud be a way for the AI to find some use for them

Perphaps both barracks, harbor, coastal fortress and airfield is a bit too much.
But perphaps you could specialise them? Like, when you build them, the adviser asks you what kind of base you would want, and then you can choose Airbase or Ground Force Base, or Naval Base if it is adjacent to sea. I think they should be able to instantly heal units like a city, give very high defense and perphaps produce units (but slower than cities)

@hasbone you are probably right. I had in mind something like a modern base e.g. Diego Garcia in the Indian ocean.
I mentionned barracks for their healing and not production ability.
Probably there could be diversified bases as you describe that would progressively incorporate more attributes in Industrial and modern eras...

I like the idea. On that way you can even get new cities without settler! Therefore the area must be under your "control" or near to your terrain. Nad in these towns the population might grow to a city (10000 inhabitants). This should be similar to the outposts and population moving in Master of Orion 3.

I love your idea! The towns get founded on major spots, as historically...
A question: Where would the shields and the commerce get used?

What I suggested is that towns would produce extra shields and commerce for the city in which area the town is found but wouldn't produce food as the town would use the food for itself. You could also get towns founded by refugees from War Zones along your borders. You could have a situation were part of your country would be ethnically different to the rest of your country, a situation which happens all over the world. These regions might:

Try to break away bringing back the civil war aspect which I loved or;

You could form regional/federal government system within your country.

The possibilities are endless!

The small town idea is already included, more or less. The tiles within your cities' spheres of influence contain suburbs and the like. I don't really like the idea of the almighty RNG suddenly deciding that a certain tile no longer produces food.

Hardly a town in the way I described and you would still have some control on where the town would be as you could develop the land before a town sprung up.

I am not supporting the town idea as it is basically already included, and doesn't offer much extra.

But I do like the military bases idea. Maybe they would be able to heal units that would stop there, and also be able to upgrade units from regular/conscript to veteran (and to elite if you have a Great Leader on it--which would give another function to the Great Leader). Also, they would provide extra defence within an "x" (maybe 2 or 3 square) radius.

BTW, while we're talking about military bases and stuff, I think that the fortresses should offer MORE DEFENSE (like 1.5 or 2 times as much as cities), so that people wouldn't only crowd into cities during an attack but would be on the front lines like in a real war, having a "maginot line" or something set up to defend the ENTRY to their country, and not only the cities, making the whole concept more realistic.

@ ShADoW^HawK
As I have said before the towns I suggest do not exist in the game. What it offers is greater depth of gameplay when it comes to developing the countryside around your citys. Plus it would make the game and the landscape more realistic.

@ GeZe
Like your idea and it does fit in well with mine

The suggestion from Cliffton is close to what I would like to see in Civ 4. I also like GeZe’s idea about rural areas. Overall I think the cities in Civilization are worth more attention.

My own idea is that I would like to see more diverse cities. When a city is located near iron and/or coal it could develop into a big industrial city, a city by the sea could develop to a seaport (both cities generating extra gold). If you build different cultural buildings and wonders in a city it could develop to a cultural center (generating more cultural points). A city with military buildings could develop into a military center (giving you military benefits). The cities could also have a different look depending on how they develop.
