I am against giving any more techs to France, or any other nation for that matter. China and France are emerging as our two main rivals for power, and it would be foolhardy to trade our technological advantage away just for money. Besides, our treasury is looking quite full these days, there's no reason to inflate it further at the cost of scientific advancement.

While this is a tempting deal, I find myself swayed by the arguments of those opposed to it.

To hasten the commercial dominace of France would be a serious mistake on our part. I will have to vote No on this proposal.
