I don't understand. I expect our minister of T&T to know that this is different in all circumstances. Sometimes you prefer to pay gpt; to get that civ researching further. Sometimes you make peace for techs. Sometimes you want to trade resources and in other cases you don't want to give a civ resources. Sometimes you want to pay straight gold, or even contacts. I fail to see the relation to our current situation.

I can't vote here really; this is too general.
