Trade unit just destroyed

Build the fence around your base and a turn or two, you'll get a "quest" to either make the fence go out one hex farther or apply the tech to your trade convoys/vessels.
 
I'm my current game I've had my fence up for over 20 turns and still didn't get the quest for it. My poor trade units :(
 
In my latest game it took me ~50 turns to get the quest.
Given the importance of traderoutes this RNG makes a bigger change than lots of your decisions.
 
I think it could be a good idea to start every game with Pioneering > Ecology.

Or if you dont mind a little delay, Chemistry first to build a Laboratory to speed up research, and Recycler for more production is good too. And get a fence built as soon as you can.
 
Think the chances of getting the quest are determined by how many cities have it. If a ultrasonic fence is one of the first thing you build you get the quest early. If you already have a few cities it takes awhile.
