I think that there should be a way implemented so that one can gain traits as the game progresses. One would gain traits through conquering other civilizations. For example, suppose that you are the English and that you conquer the Indians. You would gain the Religious trait and thus have three traits - Commercial, Expansionist, and Religious.

There would have to be restrictions, such as a maximum of one trait gleaned from each civ that you conquer, or perhaps safeguards to make sure that you did a decent portion of the conquering yourself (i.e. you don't let ten civs gang up on your target and then sweep in and take the last city, gaining a new trait in the process).

This is an interesting idea. Perhaps the trait could be added if you have a number of foreign nationals in your cities that have a specific trait; ie if I were playing as the Carthaginians (commercial, industrious) and had captured some Babylonian (religious, scientific) cities and some Eygptian (religious, industrious) cities, there are possibly a fair number of foreign nationals in my empire that came from civs with the religious trait.
Maybe at this stage, I should be able to become commercial, industrious and religious. Another option for this example would be for religious to be a minor trait, and offer reduced religious improvement costs, but not give the "no anarchy between governments" advantage.
