I ran some tests since I have two Dos versions, 474.04 and 474.01. Did it three times on both, selected earth, chieftain, 7 civs, and hit escape while Americans were highlighted, and on .04, I got Americans, Germans, and Greeks, in that order. In .01, I got Romans, Babylonians, and Egyptians, in that order, so it seems to be random no matter what the version. So, in answer to your question, I don't think you're doing anything wrong, it's just random.
I'll re-start until I get the Civ I want though, because I'm kind of anal like that. I like to make up all kinds of weird nations, like Bill Gates, leader on the Windows, capital being WinXP, or perhaps i'll try being Martin, Prince of Redwall, with my capital Redwall Abbey. It's fun.
