I think they should become 'barbarians' that only attack who they were at war with once they were conquered. If they can capture a city, they slide back into civilization status and can participate in diplomacy again.

I prefer the idea that they can if they get another city potentially start there civilization up again. Also another thought at the end of the day couldnt a bunch of non setterler units actually tru and make a new city from scratch it may take ages but surely from they could come up with some kinda fortress or something which itself could b built up to a size one city over time.
