Trying to restore trade routes from both harbour and commercial district.

Like the title says, I'm trying to restore trade routes, so the two districts aren't mutually exclusive.

I thought this would be enough, but it isn't?:

DELETE FROM RequirementSetRequirements WHERE RequirementId='REQUIRES_NO_COMMERCIAL_HUB';

Anyone know?
