[NFP] Tundra Adj and Work Ethics

It seems that work ethics best synergies with tundra adj pantheon. But my question is, is there anyone who really tried this?

Work ethics become ineffective when a Holy Site get pillaged. And does not return effective even if you fix that Holy Site. So the problem is, how can you maintain the bonus?

Even for Russians, Blizzards don't damage units, yes, but they do destroy tiles and districts.
 
Build buildings on HS ASAP so you have a fighting chance before they pillage districts. Alternative is to have other civs convert the city whose holy site is damaged, and you convert it back but this is obviously less reliable.

My experience is that the blizzard will always pillage all buildings and the district.
 
I've used it in a Russia game where it didn't get pillaged by blizzards in my capitol. I was pretty much lucky, I suppose. I only lost the bonus in one Lavra, and that was in my meme Petra city.

I used three ways to counter Blizzards myself, ranked from easiest to hardest to implement:
1. Build buildings in the HS immediately to have a chance of having them pillaged instead of the HS itself.
2. Slot in Liang with the promotion that stops environmental effects from damaging your city (obviously requires you to invest into Liang, and only works in 1 city).
3. Try to get one of your cities (or occupy a foreign city) that has a different religion. In my game, I had a city on the outskirts of my empire that I purposely let have Judaism (my religion was Eastern Orthodoxy), and once I had a HS and Judaism up in that city, I immediately bought 3-4 missionaries of Judaism. Then I kept them around on sleep mode until one of my Work Ethic cities was hit by a blizzard, and promptly moved in to convert it to Judaism while repairing the HS, before flipping it back to Eastern Orthodoxy to restore Work Ethic. This last method obviously required a lot of micromanagement in order to maintain a standing "army reserve" of Judaism missionaries, as well as faith to maintain the reserve (you have to keep buying new ones as you spend them). I'd also say that past Renaissance/Industrial era the effect of Work Ethic became less prominent, so I was less inclined to bother restoring my religion at that point.
