Salamanca: Tanks, Tanks, Tanks, Tanks, Tanks (built every 2 turns)
Vandopolis: Hospital (Rush on turn 0), Tanks only (built every 3 unless 50spt is obtained).
Civantoria: Factory(1), University (rush on turn 2), Destroyer(<5), Destroyer(<5)
Ela Springs: Factory (rush on turn 7), Bank (<23)

Micromanagement:

Ela Springs - Rail the remaining roads around the city (1N of the city, and 2NW of the city).

Salamanca - This city is ok. It has one unrailed tile, but takes less priority (it's already at 50spt).

Vandopolis - Chop all 6 forest, rail and mine those former forest tiles. (Note, 3 forest tiles could be chopped to save us from rushing the hospital. We have enough workers for this). If the DP chooses, he can chop 3 forests on turn 0 in Vandopolis so that no hospital rush needs to be done.

There are also workers working tiles that will never be used in my province (:lol:), like 2 west of Civantoria.. Make these workers chop down Vandopolian forests.

Civantoria - No MM needed.
 
Science:

Finish off the Industrial Age. Should the Industrial age end before the chat is over, go to Fission. Halt the chat if we get fission before the end (so we can poll what to do next and such)

FA preliminary instructions. Will be edited after some polls are concluded.

The diplomatic objective is friendly peace with America, France, Aztecs, and Babylon. We are less concerned with what the Zulu and Iroquois feel about us.

Do not make peace with Russia under any circumstances until all of our MPPs have expired. Further instructions on whether to stay at war or sign peace with them will follow.
Edit: In a somewhat surprising (or not surprising at all depending on your point of view) move, the people have chosen in this poll to obtain peace with Russia sometime after our MPPs expire. Given the delicate diplomatic manouvering which will preceed a UN vote, we don't want anyone to have to ask our troops to leave, so:

Peace may be negotiated with Russia, for as much as they are willing to give us, but only after our troops can be withdrawn to territory which is reasonably certain to be neutral or under a ROP, until they can be extracted and returned home. [/edit]

Make sure the game option which causes current deals to come up for renewal instead of being renewed automatically is set. Do not extend the MPP agreements we currently have, as we don't want to get drawn into an unwanted war with one of our allies.

If the Zulu or Iroquois demand anything, refuse. If they declare war, stop play so the changed circumstances can be discussed.

If Russia offers peace prior to the MPP expiration, refuse politely. :)

If anyone else makes a demand, give them what they ask. If anyone asks us to leave their territory, oblige.

If anyone offers a trade for which there is no trade instruction, change the offered trade to a WM exchange instead of just closing the panel. This will keep good relations with our friends and can even help improve the ones who don't like us. I will ask the Trade Minister to post confirmation instructions for this strategy.

Please check the diplomatic state each turn and report any changes (Gracious, Polite, Cautious, etc.). Please report any announcements of treaties between other nation pairs so we can track the expiration dates.

Military Department

To ensure that peace would move smoothly. Withdraw the troops from the Russian territory into our borders. I would recomend that healthy tanks and cavalry should be garrisoned in the nearest city in our border. Since will still be at war in between now and untill the MPPs expire. We would have to fight a defensive war untill peace is declared and the MPPs have expired. I will authorize the DP to intercept any Russian units from the bases in the border cities close to Russia untill peace is declared.

I had to stop playing after 6 turns, CivGeneral is the Next in the CoC and will continue to turn 10.

Summary:
All of our MPP's have expired. We signed peace with Russia, as did America, China and France. France and Zulu have signed a MPP and I think Babylon and the Iroquois did too. It was a pretty uneventful chat, and we discovered Flight and the Radio. We also built some carriers and have begun our Air Force.
 
Once the start of Fission, I have decided to halt the chat to discuss prebuilds for the UN Wonder.
