We could build some SS parts this turn, but our critical path are the two 640 shields units, Exterior Casing and the Engines. Ten turns is a long time to keep that build alive and unstopped. By delaying any SS Parts for a few turns, we only have to protect that build for seven turns. Unless we rush it with our SGL, which I don't want to do. Saber could sabotage that build and our SGL is wasted. I would rather let them sabotage it once and then we rebuild it with our SGL the next turn, when they are out of cash.
We have both of the 640 shields pieces on order and all four of the 320 shields pieces, too. The reamining four 'cheap' parts (160 shields) I need to allocate, too.
