Our Game Plan
Right now, if we complete The Apollo Program, we have to build 10 Space Ship parts to win. Kazgungudom is building a Palace so that we can switch it to one of the 640 shields SS Parts, which leaves one more for us to build. The 320 and 160 shield pieces we can crank out any time.

The Council needs one more SS Part to win.

Ideally, Saber will sabotage The Council's last space ship part and use all of their cash to do so. We could then rush our last big part with our SGL.

Of course, once we get Apollo and get some parts built, we might be at war with Saber.

We could build some SS parts this turn, but our critical path are the two 640 shields units, Exterior Casing and the Engines. Ten turns is a long time to keep that build alive and unstopped. By delaying any SS Parts for a few turns, we only have to protect that build for seven turns. Unless we rush it with our SGL, which I don't want to do. Saber could sabotage that build and our SGL is wasted. I would rather let them sabotage it once and then we rebuild it with our SGL the next turn, when they are out of cash.

We have both of the 640 shields pieces on order and all four of the 320 shields pieces, too. The reamining four 'cheap' parts (160 shields) I need to allocate, too.

Swap tiles around and the SS Engine build drops to 8 turns in Citadel of Ur.
