I agree with this. BTW, is the diplomatic office responsible for deciding whether and when we go to war? Or is that another office? I know there's talk of going to war with Spain, but I'm not sure who is responsible for making the decision.
Re espionage, I'd divert it all towards Lincoln, especially if we plan to war with Spain soon. Before we declare war, though, we should send troops through Spanish lands to reconnoiter; the power graph is OK to get an idea of an opponent's strength, but it's better to know exactly what troops Spain has and where they are located. Since we have open borders, we should use them.

As I recall this decision is to be made by the leader of the philosophers, not me as I felt it was to big of a decision for a follower of a Way. I assume with the current changes occuring in the game it will be discussed and polled, and I will try to make sure that it does so. I am going to suggest that we stop the turnset if we are ready to declare war, because it is one of the more major decisions in the game.
Ok, I then suggest we keep it 3-1 for about 15 turns more, then make it 4-0, since we may need the intel during the 2-3 turns of trade negotiations right after Alphabet. (techs).
