Here are my ideas of terrorists:
Suicide Bomber Terrorist:

Movement of 1, does NOT treat all terrains as roads (terrorists are just regular people.. that is what the Israeli government have found out through time dealing with terrorists)
a lot of terrorists are students, workers, grocery owners, etc etc.. the 'qualified' terrorists (trained terrorists) does NOT go on suicidal missions, they always consider they can die of course but their missions are different.
Therefor, a terrorist should have no attack, bombard range of 1, movement of 1 and decent defense (when a terrorists spots a cop or a soldier he imediatly blows himself up..).
something like defense of 5 i guess...
should be able to blow up like a weak cruise missile.
Suicide Attacker Terrorist:

These ones are also dangerous, and should be more expensive in the game than suicide bomber terrorist.
It carries both a dynamite belt and a gun/rifle. it should have all the abilities of a suicide bomber terrorist with a moderate attack (6, like infantry, only its much more lethal, it shoots everything it sees and doesnt care about citizens). it should have movement of 1, and it should have 'Blitz' on qualities, cos it shoots and attacks in a blitz and not an ordered attack, just a 'shoot-everything-you-see-and-die' kinda attack, and then he blows himself up of course. if he aint dead by the end of he's turn, he should have the ability to bombard himself afterwards
Nuclear Suicidal Terrorist:

These ones almost doesnt exist (as we hope...), therfor they should have all the abilities of the SUICIDE BOMBER terrorist, but they should also be a tactical nuke, and they should be VERY VERY VERY expensive (much more expensive than an ICBM for example), because terrorists barely get their hands on a nuclear weapon, and it is very hard to use it for the untrained person.
It should have prequisite nuclear power of course, the manhattan project, should only be avaliable to countries that discovered rocketry, should require uranium and it should have no attack.
should have very weak defense too, because its much more complicated to activate a nuclear weapon once you are shot than lets say regular bomb..
most nuclear terrorists who get cought dont get thier mission done, if they dont get cought they get their mission done and die.
Attacker Terrorist:
----------------------
Carries only gun/rifle, knows he can die but does not accomplish mission in order to, therfor he should have weak defense, strong attack, blitz and 1 movement.
Bomb Loader Terrorist:
-----------------------------
Carries dynamite/explosives, puts them on hidden places on timer and goes, we could express that on civ3 with hidden nationality like all the other terrorists, moderate-weak bombard, defense of 1, movement of 1 and no attack at all.
