How is that possible? Does is not seem to be a waste of Darwins Voyage?

No. If you would discover a technology the same turn that ToE finishes, the technology is discovered first. If you have three techs left in the Industrial Era, you can discover one normally, complete ToE for the remaining two, then, if you are Scientific, grab one of the first-tier Modern Age techs as well.
