If EQ had instead said that a resolution required 2/3 of all voting members to pass, which is the way actual institutions like this work, abstaining would not have an effect on the vote. So if 5 nations abstain, a resolution would require only (32-5)*(2/3)=18 votes to pass.

However, he messed it up (as MUN conferences also frequently do), so abstaining is functionally the same as voting no. Luckymoose is right about the political implications, though.

Germania proposes Resolution 012 to make voting more like this.

I think that we really need some way to make sure that the resolutions are voted as soon as possible. I just find it sad that there are nearly 7 resolutions and, at most, only 8 countries out of the thirty some members of the CoN have voted.
 
well, that rests only within the power of H-S as most are NPC.
