U.N. elections?

I know I'm posting a ton of questions, I've been addicted to civ. for three years and never knew this site exsisted. I really appreciate everyone's responses...
-Does anyone know how many civ's, including the player's, must be left in the game in order to hold U.N. elections? I'm guessing three or greater but am not sure....

One or greater. For the one civ the conquest victory condition has to be turned off.
