Total cost is always right. But cost per unit is sometimes wrong.
In attached file, 16 units cost 31. So UI says cost per unit is 1.94.
But this is wrong. If I disband a unit, GPT increases 4, not 2.
Why? Its calculation ignores maintenance free units from Free Speech.
So is Oligarchy. With some garrison, the number changes.
Related sav file is "after free speech.civ5save"
Without Free Speech nor garrison(Oligarchy), 8 units cost 31. So each unit costs 3.88. This is right value which UI should have shown. Related sav file is "disband 8 units.Civ5Save"
