Does the AI EVER say yes to DoF's you initiate? I've tried and tried with "friendly" civ's, and have never been given a positive answer. Seems like if they want a DoF, they'll ask you.
As opposed to what usually happens - some version of Yes or No - the button produces no results. In the same game, though, it will work fine most of the time. This happened to me in my prior game as well.
