Civ has several known bugs when loading user-interface mods, but the good news is they're easily avoided. That one in particular looks like Civ's cache bug.
The game loads properly for me 100% of the time when the first 4 conditions are met (5 and 6 are rarely a problem). Details are in the Reporting Bugs thread.
- Clear cache.
- Only one version of the mod is installed.
- Update mods between one game and starting the next.
- Up-to-date CiV version (can cause problems for Mac users).
- Clear ModUserData
- Try the mod alone (to see if another mod is causing the problem).

I'm suffering from much the same problems, but am curious how I clear the cache? Any help would be appreciated.

- Close CiV and delete the cache folder. It contains temporary data that can cause bizzare bugs after changing mods:
C:\<username>\Documents\My Games\Sid Meier's Civilization 5\cache
.
- Ensure you have only one version installed in the MODS folder.
.- Try TBC alone with other mods moved out out of the Mods folder:
C:\<username>\Documents\My Games\Sid Meier's Civilization 5\MODS
.- Sometimes if you delete the ModUserData folder it can solve rarer problems.
C:\<username>\Documents\My Games\Sid Meier's Civilization 5\ModUserData
