Um... I need help

Okay, here's my problem! (actualy my 2 problems!) 1st one is when you need to raise the tax rate the trade guy in the high council says you can hire tax collectors (or something like that!) HOW do you hire tax collectors, if you can at all?

2nd problem is how do you get entertainers for you cities! I don't understand what it means when it tells you how! Please explain for someone "less" civ2 lingo-informed!

In the city screen you see "people" across the top.These are your citizens.Now click a "worker" in the resource map.Take a worker off,in effect.You should now see an Elvis in the "people" across the top.This is an entertainer.

Now if you click on the Elvis face it will change to either a taxman,scientist and back to entertainer.Note-you can't make a scientist or taxman until the city reaches size 5.Elvi' can be hired at any size.
