UN is out to lunch? (Scaling Issue?)

Any other Marathon players get the feeling that the UN elections, resolutions arent happening enough. PErhaps I am ignorant of the triggers for the election but I just spend the better part of 50+ turns since I've had a vote. There has only been one vote since it was built and it was for UN Leader. no one was elected because of the way the factions spread themselves.

so am I alone here?

No. I've got that feeling too But let's see what the new patch does.
