UN - Union Nations should have more uses???

The UN shouldn't have the diplomatic victory or the wonder should have other functions that would enable the diplomatic victory for example you must be the power fullest civ to build the UN first or you must have good relationships with the most of the civs because one time I won the game when I was in war with 3 of 7 remaining civs through the UN
 
I like this idea A LOT. I think the UN idea should be expanded though, so its not only far too late in the game.

There should be a League of Nations first. Not as much potential or power as the UN.

There should also be available a NATO/Warsaw Pact sytle dual us vs them system that nations can decide to join or disregard(with economic penalties)

Technologies and wonders would render these leagues available/obsolete. Any ideas?
 
I like the idea of increased diplomacy. It doesn't necessarily have to be through the UN. There needs to be enhanced diplomatics options, in general.

One aspect that I do see working with an enhanced UN wonder would be declaring war without taking a reputation hit. At the start of the modern era, whenever war is delcared you should take a reputation hit, unless you are defending an ally. If you get a simple majority of UN nations to approve then your declaration is approved. You get the UNs blessing.

If you fail your vote attempt, and still declare war, then you lose rep with those who voted against you. You keep your rep with those who supported you.

In diplomacy I would like it if there were an attitude spectrum like in Masters of Orion.

Also "jealousy" needs to be tweaked down in Civ 4. Powerful nations who oppose you should be jealous, but not every nation. It gets rediculous in some games when you've nothing wrong, but everybody is still annoyed or worse.
 
The UN should be more about restraining the most powerful civs. More specifically, it should discourage the most dominant powers from attacking each other. UN can still be indifferent to small scale skirmishes. How to do this?

Security Council was a great idea. Should consist of the top 3 military powers at any time. (+1 random "non-permanent" member state?)

If you're on the council, before declaring war you'll get a notification stating whether or not the Council approves. At this point you can reconsider war. Possibly bargain for someone's vote? Penalties will be imposed if you go against the Council's wishes.

This should be a VERY tough penalty, like using nukes. Maybe lose your vote on the Council for 10 turns? Can't be some piddly crap that would only hurt a fledgling civ. OTOH, UN troops will contribute to your mission if you get the Council's vote. Troop maintenance should be paid for by other civs?

Security Council could never approve war between 2 major members unless a MPP is in place. For example, say Greeks Aztecs & China are on the Council. Aztecs have MPP with Mayans. China attacks the Mayans (naturally over the "objection" of the Aztecs) China would forfeit its vote & Greece would approve your war on China.

The Nato vs Warsaw Pact only act if there are 2 different types of governments...
E.g. India and Aztecs are Democracy's and Celts and Germany are Communist.

These only act Democracy with Republic's (and Monarchy) vs. Communism vs. Fascism.

The states of Anarchy could not act in the UN as a restriction
 
I agree that UN should NOT be a victory condition...after all, in history it hardly created a lasting world peace.

I always thought that creating the UN should create a new element of the game environment, not unlike the Council in Alpha Centauri, through which sanctions could be imposed, and maybe even punitive military expeditions organized in which the owner of the UN gets to control donated units from the other member nations in capturing or defending some specific city described in the resolution. Obviously, the builder of the UN would have veto power over any resolutions (as the 5 permanent members of the security council do now).
 
like:
-diplomatic
-human aid (like food for starving cities)
-un forces (its an real idea to install a u.n army)
-set rules for nukes( in civ 3 using nukes agains a nation turns all neutralinto war against u, isn it)
-economic

maybe u.n. make it possible to build serval small/great wonders (like unhcr for supplying food to starving cities and creating happy faces)

the diplomatic victory is real nonsense
