When you don't have enough policy cards to fill all your policy slots, you are unable to accept the changes to your government policies. This can happen if you use a leader that gives +1 slot, such as Kublai Khan (China) who gives +1 economic slot as well as Owls of Minerva, also +1 economic slot, before you have unlocked more than the 2 starting economic cards from Code of Laws.

That, is a problem. Just not pick OWls of Minerva when playing Kublai Khan seems to be your only option, or at least delay choosing this "governor".
