unable to attack city-state with bombard (range 2)

Is the tile between your bombard and the city a hills tile? They take an extra range.Hello, I'm unable to attack with my Bombard from range 2, as you can see button "attack from distance" is grayed out, in a new turn obviously.
Am i doing something wrong?

No problem. Half the time I can't figure things out and just put the siege units where they can fire. Problems can be very subtle at times.
