Unable to build Cereal Mills help?

I've been aiming for Cereal Mills for quite a while in this game, and when I finally got my great merchant I've discovered I can't build it! It has not yet been built, and I've met all the prerequisites. Am I missing something?

The Prereqs as far as I know are:
1. Research refrigeration
2. Have corn, rice, or wheat
3. Have the great merchant.
 
Have you researched Corporations? Do you have enough gold in your treasury to found the Corp?

The latter (lack of gold) is probably your problem.
 
Most likely your in state property and cannot found/use corporations, or mercantilism w/ 3.13 patch. Mercantilism & corporations were fixed in 3.17 IIRC (haven't installed that yet).
 
I guess I've always had an abundance of gold when I founded Corporations before, and therefore never noticed that it cost gold to found them. Is there always a set amount or does it vary per game based upon nation size, inflation, etc.

My goodness! I am in state property! Thank you very much to all who posted replies. I appreciate the help, and feel quite stupid now. :)

I did that once myself... but I actually prefer State Property over doing Corporations anyways.
 
State Property is more of a warmonger's civic. After all, it's best used when you have a lot of cities that are REALLY far from your capital (like another continent IE you just invaded and took them ;) ). For a techer (space) or a cultural victory, Capitalism with corporations in the later game is your best bet.
 
I would love to stay at state property for the production bonus, but really need cereal mills since most of my cities are in plains. Those luscious grasslands are all over across the ocean!

I have to say this map setting of Tectonics is amazing, much more geographically challenging games than on fractal.

Well slap me silly and call me a war monger, since I usually have massive civilizations sprawling across multiple continents... guess that's why I always use State Property! :p
